University of Canberra's Campus Carpark Has Multiple Surface Ages and a High Cycling-Infrastructure Interface
University of Canberra's Belconnen campus carpark has been expanded over the university's operational history, with different sections at different surface ages and conditions. The newer sections are in good shape. The older eastern carpark is original 1960s concrete — fully carbonated, with surface cracks at the expansion joints that had been patched multiple times with different patching compounds.
The patchwork of patching compounds was the immediate challenge. Epoxy patches, cementite patches, and bituminous cold-fill patches all in the same carpark section, each needing a different preparation and primer approach. We assessed each patch type individually and mapped the preparation protocol for each zone before work started.
An additional complication: the university had recently added significant cycling infrastructure, including bike lanes and shared zones through the carpark. The cycling markings used a different standard from the carpark marking — we had to interface our carpark lines with the cycling markings without overmarking or conflicting with them.
Belconnen is Canberra's northern district — University of Canberra, Westfield Belconnen, and the commercial businesses along Benjamin Way. ACT Government approved.

Frequently Asked Questions
Yes. University of Canberra, Westfield Belconnen, and Benjamin Way commercial carparks are part of our northern Canberra schedule. We map patch compound types on older Belconnen concrete carparks before specifying preparation — different patch compounds need different primer systems. Fixed pricing, ACT Government approved. We've completed 5,000+ projects nationally since 2009 and carry $20M public liability insurance. Every Belconnen quote includes a site assessment, surface condition report, and fixed pricing — no estimates that change at invoicing. For WorkSafe ACT improvement notices we can typically assess within 24 hours and deploy within 48-72 hours. Completion includes photo documentation, compliance statement, and material specifications. ACT Government approved for any road or carpark marking requiring local council or state road authority sign-off.
Each patch compound type has different porosity, surface chemistry, and primer compatibility. Epoxy patches are non-porous and need mechanical scuffing before primer. Cementite patches behave like normal concrete and can be acid-etched. Bituminous cold-fill is flexible and needs a flexible primer that won't crack at the patch boundary. Applying a single primer across all patch types will produce inadequate adhesion on at least some of them.
Cycling infrastructure markings in ACT use specific colours and symbols under the ACT cycling network standards. Where carpark lines and cycling lane markings intersect, we use gap or junction protocols from the applicable standard rather than overmarking one with the other. We confirm the cycling marking reference standard with the university's estates team and with ACT Government's cycling infrastructure team before marking the interface zones.
Yes. UC's equity and accessibility policy specifies accessible bay ratios above the AS/NZS 2890.6 minimum for new and significantly modified carpark areas. The university's estates team will provide the current policy document. We request this before confirming accessible bay counts on any UC campus carpark scope.
